PQQ / Common Assessment Standard
Financial standing, fleet and driver capacity, health and safety management, and environmental and modern slavery compliance. The Common Assessment Standard is now the default route into UK public sector procurement.
ITT
Scored against the specific service procured: journey planning and scheduling, vehicle and driver allocation, contingency and breakdown cover, safeguarding for passenger transport, and performance reporting.
Frameworks & DPS
Much local authority and NHS transport work is procured through frameworks or a DPS, with routes let via faster mini-competitions. A framework place is an entry ticket, not a guarantee of work.
The Accreditations Buyers Check For
A valid Operator's Licence (O-Licence) for goods vehicles or PSV operation is the baseline — buyers verify it exists before reading anything else. FORS accreditation (Bronze, Silver or Gold) is required or heavily scored on much public sector and construction-related work, and DVSA Earned Recognition is increasingly used as a proxy for fleet compliance maturity. Where transport supports construction sites, CLOCS compliance is often mandatory. ISO 9001, ISO 14001 and ISO 39001 are commonly scored, alongside Driver CPC currency, a Work-Related Road Risk policy, and — for passenger and patient transport — safeguarding and DBS-checking for drivers and escorts.
How the Bids Are Actually Scored
Most transport and logistics tenders follow a Most Economically Advantageous Tender (MEAT) approach, weighting quality above price, with social value carrying a growing share under PPN 002/06/20 guidance. Evaluators mark method statements against operational specifics — fleet and driver contingency for this route or contract, how delays and incidents are escalated and reported, and how service quality will be monitored — not general claims about fleet size or years in business.
Where Transport Bids Lose Marks
Compliance evidence that has lapsed between opportunities — an expired FORS accreditation or an O-Licence detail that no longer matches the fleet described in the bid. Method statements that describe fleet capability in general terms instead of how this specific route, contract or service pattern will be resourced and covered. Vague contingency planning for driver absence, vehicle breakdown or peak demand. And social value answers with no measurable target.
