A Market Built on Paperwork Before It's Built on Price

Construction and building services procurement runs on a longer, more document-heavy journey than most other tender categories: a Pre-Qualification Questionnaire (PQQ) or Common Assessment Standard submission to get on the list, then an Invitation to Tender (ITT) to compete for the actual work, often followed by a framework agreement or Dynamic Purchasing System (DPS). Firms that treat each stage as a formality lose work before price is ever compared — most of these tenders are decided on evidence of competence and safety, not on who is cheapest.

PQQ / Common Assessment Standard

Financial standing, technical capability, references, health and safety history, quality and environmental management, and modern slavery compliance. Since June 2024, the Common Assessment Standard is the default route into UK public sector procurement.

ITT

Scored against project-specific method statements: programme and sequencing, resourcing and supervision, quality control, and how risk will be managed on this scheme specifically.

Frameworks & DPS

A framework place doesn't guarantee work — it opens the door to mini-competitions and call-offs, usually decided faster and on narrower criteria. Coasting after winning a place tends to lose share at call-off stage.

The Accreditations Buyers Check For

CHAS, Constructionline and the Common Assessment Standard are treated as a baseline, not a differentiator — their absence disqualifies a bid before it's read. ISO 9001, ISO 14001 and ISO 45001 are frequently mandatory or heavily scored, alongside CDM 2015 compliance and demonstrated Principal Contractor competence where relevant. Buyers also expect current Public and Employers' Liability cover, evidence of financial stability, and increasingly a credible approach to sustainability and carbon reduction on site.

How the Bids Are Actually Scored

Most construction and building services tenders are awarded on a Most Economically Advantageous Tender (MEAT) basis: quality typically carries the largest share of marks, price a smaller share, and social value a growing one. Evaluators mark method statements against the specific project — programme realism, named supervisory structure, subcontractor management, defect and snagging procedures — not generic company capability. Since the Procurement Act 2023 reforms, social value responses are expected to be measurable and tied to the actual project rather than boilerplate community-benefit statements.

Where Construction Bids Lose Marks

Method statements that describe the company in general terms rather than the sequence of works on this specific project. PQQ and Common Assessment Standard submissions that have gone stale — expired accreditations, outdated financial figures, references that no longer reflect current capability. Social value answers with no baseline or measurable target. And programmes that look optimistic against the stated risks, which evaluators read as a sign the bidder hasn't engaged with the site conditions or design.
