How the Bids Are Actually Scored

Most security tenders are awarded on a Most Economically Advantageous Tender (MEAT) basis, typically split around 60% quality, 30% price and 10% social value — quality usually carries the most marks, not price. Evaluators mark method statements against the specification line by line: shift and rostering arrangements, incident and escalation procedures, supervision and quality-assurance visits, training and CPD, and performance reporting.

Since the Procurement Act 2023 reforms, social value has become harder to treat as an afterthought. Generic commitments score poorly — buyers want measurable, contract-specific commitments such as local recruitment, apprenticeships, living wage commitments, or support for veterans or ex-offenders into employment, tied to the actual services being delivered.

Where Security Bids Lose Marks

The same patterns come up again and again in evaluator feedback: method statements that restate the specification back to the buyer instead of explaining how the requirement will be met, with named roles, timescales and escalation routes. Compliance evidence that is asserted rather than demonstrated — a claim of BS 7858 vetting with no description of the process behind it. Pricing that is either uncompetitive or so low it invites a scrutiny challenge on deliverability. And, very often, simply running out of time.
