Winning Tenders in Kent

A Practical Guide for Local Businesses

Why Kent is worth the bid effort

If you run a business in Maidstone, Canterbury, Folkestone, Dartford, Medway, Thanet, Ashford or the surrounding districts, public contracts are a real growth channel. Kent County Council states that it spends in excess of £1.6 billion of taxpayers’ money each year on goods, services and works for Kent communities. That spend runs through formal tenders, quotation exercises and frameworks that local suppliers can access when they register and respond properly.

Winning tenders in Kent is not reserved for national primes. District and county buyers need reliable local capacity: collections, cleaning, maintenance, security, transport, care support, electrical works, and specialist services. The firms that win treat the bid as a scored sales document, not a last-minute form fill.

Where Kent tenders are published

Miss the portal, and you miss the contract. For Kent local businesses, start here.

1. Kent Business Portal (free)

Kent County Council’s Kent Business Portal is the county’s electronic tendering site. Registration is free. Once registered you receive email alerts when relevant opportunities go live. KCC says all opportunities for goods and services worth £214,904 (including VAT) and above are advertised there. Lower-value opportunities may also appear.

The same portal is used by a wide group of Kent public bodies, including (as listed by KCC):

  • Ashford Borough Council

  • Canterbury City Council

  • Dartford Borough Council

  • Dover District Council

  • Folkestone and Hythe District Council

  • Gravesham Borough Council

  • Kent Fire and Rescue

  • Maidstone and Tunbridge Wells Procurement Partnership

  • Medway Council

  • Swale Borough Council

  • Thanet District Council

  • Tonbridge and Malling Borough Council

One registration covers a large share of Kent public spend. The portal also holds a contract register and allows registered organisations to post subcontract opportunities.

2. Find a Tender (central digital platform)

Find a Tender is where UK public sector buyers publish procurement notices. KCC points suppliers to the Central Digital Platform so they can find contracts and meet transparency rules under the Procurement Act regime. Canterbury City Council requires all suppliers to register on Find a Tender, save business details once, and reuse a share code across opportunities.

3. Contracts Finder

Contracts Finder lists many government and agency opportunities. GOV.UK SME guidance notes you can search by sector, set alerts, and review past awards. Use it alongside Kent portals, not instead of them.

4. District pages and RFQs

Borough and district sites (for example Canterbury and Tunbridge Wells) often point back to the Kent Business Portal and Find a Tender. KCC also notes that some contracts between lower thresholds may run as a Request for Quotation (RFQ) on the portal when that route delivers better value.

Action this week: register on the Kent Business Portal and Find a Tender, complete your supplier profile fully, and turn on alerts for your CPV codes and districts.

How Kent County Council buys

KCC sets out clear value bands on its how we buy page (figures as published by the council):

Value band (goods and services / works)Typical routeBelow £25,000At least one written quotation that represents value for moneyOver £25,000 and under £214,904 goods/services (under £1m works)At least three written quotations; competitive tender where it helps value for money; may use portal RFQOver £214,904 goods/services (over £1m works)Formal tender compliant with public procurement rulesAbove £25,000 and competitiveAdvertised on Find a Tender and the Kent Business Portal where subject to competitive tendering

KCC also encourages local providers to register so competitive opportunities reach Kent businesses. Canterbury states that small local suppliers (SMEs) are paid within seven days, with standard supplier payment within 30 days unless stated otherwise. Fast payment helps cash flow when you win.

Health care service contracts can fall under the NHS Provider Selection Regime rather than the standard goods/services path. Read the notice carefully before you invest bid time.

What stops local businesses winning

GOV.UK lists common reasons tenders fail. They match what we see with Kent SMEs:

  • Answers that ignore the exact question or evaluation criteria

  • Incomplete coverage of the specification

  • Claims without evidence (policies, certificates, case results, named people)

  • Thin detail on how delivery works day one

  • Poor planning and the wrong people involved late

  • Non-compliance with eligibility gates (insurance, financial standing, mandatory accreditations)

  • Weak price relative to quality, or quality that does not justify the price

Spelling rarely loses the contract. Structure and proof do. National competitors often win on clearer method statements and tighter evidence packs, not because they know Kent streets better than you.

Local strength only scores if you write it into the response: depots, response times, local labour, apprenticeships, community benefit, knowledge of district constraints, and continuity plans for weather, traffic and peak demand.

A simple Kent bid checklist

Use this before you open the response document.

  1. Registered on Kent Business Portal and Find a Tender; profile complete.

  2. Fit check: capacity, geography, mandatory certificates, insurance levels, financial standing vs contract size.

  3. Go / no-go: can you mobilise on the stated timeline without breaking existing work?

  4. Scorecard map: list every quality criterion and weighting; assign an owner and an evidence item to each.

  5. Local proof: name Kent (or neighbouring) references, sites, response times, and social value that is real and measurable.

  6. Roles: who decides bid/no-bid, who drafts, who signs off price, who submits on the portal.

  7. Clarifications: ask early via the portal; assume answers go to all bidders.

  8. Final pass: every question answered; word limits respected; attachments labelled; compliance declarations signed.

If step 2 fails, stop. A clean no saves more money than a weak yes.

How to write answers that score

GOV.UK advises SMEs to guide the evaluator: short paragraphs, logical flow, little jargon, and structure that mirrors the question. When the question uses bullets, use those bullets as subheadings. Address each point in order.

A reliable answer pattern:

  • Feature: what you will do

  • Method: how you will do it (people, plant, process, timeline)

  • Value: why it meets the specification and reduces buyer risk

  • Evidence: past performance, KPIs, certificates, case snapshot

  • Advantage: why your local capacity makes delivery safer or faster

Use firm language: “we will”, “we have”, “we know”. Avoid “we aim to” and “we believe” where you can prove the point.

For Kent buyers, spell out mobilisation from your actual base: travel times, standby cover, TUPE approach if relevant, winter or peak plans, and named contract manager. Social value should name real partners, hours, or outcomes in the county, not generic slogans.

Sectors that often tender in Kent

Public notices across the county and on national portals regularly touch:

  • Waste, recycling and streetscene-related services

  • Facilities management, cleaning and building maintenance

  • Construction, reactive works and planned maintenance

  • Transport, logistics and passenger-related services

  • Electrical and specialist technical works

  • Security and associated guarding or systems support

  • Care and community support (check PSR vs standard rules)

Tender Solutions supports contractors in waste, facilities management, construction, transport and logistics, electrical and security. The scoring discipline is the same: fit first, then evidence-led answers.

Get help to win tenders in Kent

You do not need a permanent bid department to compete for Kent council and public sector work. You need:

  • Alerts so the right notices reach you

  • A hard go / no-go before writing hours burn

  • Answers mapped to the evaluation criteria

  • Evidence packed and consistent

  • A final compliance review before the portal closes

Tender Solutions provides UK tender writing, bid management, analysed tender alerts, opportunity alerts, and a pre-submission Sanity Pass. We also work with you on the business gaps the scorecard exposes: missing policies, thin method statements, unclear mobilisation, and proof that does not yet exist. You keep the technical truth about your operation. We turn it into a submission buyers can score.

Next step for Kent local businesses
